The World Bank has published a Background Note, ‘Corruption Spotlight’, written by ACE Executive Director Mushtaq Khan for the 2017 World Development Report. The Note gives a short, accessible overview of the interaction between corruption, rule of law and development. It explains how systemic corruption resists reform, and suggests an approach tackling corruption at specific, sector-level points where change is feasible and will have a high impact on development.
