Corruption interdependencies in extractives in Nigeria

Summary:

Analysis suggests systemic reform will be difficult to achieve in extractives in Nigeria given the distribution of power. Our approach will be to collect data and map the interdependent network of policies and rents in force in the sector. This will help us gain a much clearer idea of where the capture takes place and the extent of the damage.

By interdependence we don’t just mean how the Nigerian National Petroleum Corporation works through its subsidiaries and networks, but a much more comprehensive analysis that looks at the widest reaches of capture in the oil sector. This would include health- related negative externalities due to gas flaring in the Niger delta, the transportation networks used in the capture of the Petro Equalization Fund, the dealership network for generators used for self-generation and others.

The corruption issue:

Rent extraction in sector leads to corruption interdependencies that straddles sectors. We will analyse where it is possible to address bottlenecks without focusing on the more problematic areas to enable better policy implementation.
