This case study was developed as part of the SOAS ACE “How to” guide, “Navigating the Political Economy of Corruption: Observing and understanding actors’ behaviours, to inform effective policy”. The case study illustrates how the SOAS ACE approach was used to identify feasible and high impact opportunities to reduce corruption in the procurement and construction of climate infrastructure in Bangladesh. The case study is based on research by Mushtaq Khan, Mitchell Watkins, Salahuddin Aminuzzaman, Sumaiya Khair, and Muhammad Zakir Hossain Khan.
The research identified a simple but powerful policy change: requiring climate adaptation projects to have stronger dual-use characteristics, with contractors providing multiple location options for communities to choose from. This change would incentivize greater monitoring by influential locals without triggering opposition from powerful interests at the national level.
